Proposal and Adoption of the Declaration of the International
Meeting
Procedure of the International Meeting
The meeting will be run by the chairpersons appointed
and approved by the plenary meeting. Plenary Sessions
I, II and III will have several introductory speeches,
followed by questions & answers and discussion.
Speakers asked to make an introductory report are
requested to speak within 8 minutes. Other speakers
taking floor are requested to limit his/her remark
to 5 minutes. English-Japanese simultaneous interpretation
will be provided at the meetings. All the statements
and speech texts submitted to the Secretariat will
be circulated to the participants and included in
the official record of the 2005 World Conference.
Drafting Committee Meeting
All participating organizations are invited to send
one representative to the Drafting Committee Meeting
to be held from 20:00 on August 3 at Hotel Sunroute,
to discuss the draft of the conference document for
adoption at the Closing Session of the International
Meeting on August 4.

1)* International Forum: Dialogue and Interaction
between Government Representatives and NGOs (13:00-16:30)
This forum provides a place for dialogue and interaction
for advancing the cooperation between national governments
and NGOs, which was achieved in the lead-up period
of the NPT Review Conference. Representatives of the
governments of Non-Aligned Movement/ New Agenda Coalition
and leaders of world anti-nuclear peace movements
will join the discussion and answer the questions
raised by Japanese grass-roots movement workers.

2)*Action and Cooperation for a Nuclear Weapon-Free,
Peaceful and Just World
Focusing on the main theme of the World Conference,
grass-roots actions from across Japan and from the
world will be presented and reported for opinion and
information exchange. The workshop will be held in
three groups and in each of them, participants can
learn from valuable experiences on nuclear-free community
building, campaigns to defend the Constitution or
anti-base struggles of different communities.

Conference, they are now working earnestly to expand
and create their ties of world-wide solidarity.

4)* U.S. Policy on Asia and the Task of Abolishing
Nuclear Weapons and Achieving Peace
How should we strengthen the current for nuclear weapons
abolition and peace in Asia? Asia has been made a
focal point of U.S. strategy of preemptive attacks.
Discussion will be held with the participation of
the representatives of peace movements from Korea,
China, the Philippines, U.S. and other countries in
Asia-Pacific region.

5)* Building of a "War-Waging Nation";
Article 9 of the Constitution, Military Bases and
Self-Defense Forces
What should be the role of Japan in establishing an
international order of peace, rejecting the rule of
force? Grass-roots actions to oppose the Constitutional
revision, war-waging nation building and consolidation
of military bases will be presented and discussed.

6)* Joint Efforts of Local Governments and Citizens
for a Nuclear-Free and Peaceful Society
Local governments and citizens sharing the goal of
protecting peace and safety of citizens will hold
dialogue and information exchange over the issues
of nuclear weapons, removal of military bases and
others. Heads and officials of local governments working
for peace and nuclear-free administration and spearheading
the struggles to stop the military base consolidation
are also invited.

7)* Exchange and Solidarity with the Hibakusha and
Nuclear Victims
Joined by the Hibakusha of Hiroshima/Nagasaki and
nuclear victims from different parts of the world,
discussion will focus on the situations of damage
and sufferings, and tasks the victims are facing to
carry forward their struggle. Discussion also looks
for a way of strengthening solidarity and developing
joint effort for relief, compensation and justice
for the Hibakusha and nuclear victims.

8) Expanding Culture of Peace and against Nuclear
Weapons
Performers and participants in the movements for singing,
theater, literature, music and other fields will rally
in the workshop for creation and exchange.

9) Nuclear Power Plants; Nuclear Fuel Cycle and Abolition
of Nuclear Weapons
Joined by expert scientists, participants will deepen
understanding on the questions of peaceful use of
nuclear energy and nuclear power plants, nuclear fuel
reprocessing, nuclear proliferation and so on, and
exchange their experiences in the movement.

10) Military Expenditure and Our Life
The workshop will analyze the reality of the growing
military expenditure of the world and the activities
of military industries; effects of Japan's annual
5 trillion-yen military expenditure on people's everyday
life.

11)* Youth Forum
Field Work (09:00-17:00):
Young people will visit the homes of Hibakusha and
listen to their A-bomb experiences, followed by discussion
in small groups on the role of youth for creating
a nuclear weapon-free world.
Forum for Free Exchange (17:00-21:00):
The space will be open for a variety of programs and
events planned by young participants themselves, including
a flea market, exhibitions and dialogues. (in cooperation
with the Preparatory Committee of the "World
Youth Forum")

12) High School Students Forum

13) Beginners' Session on the Anti-A & H Bombs
Movement
First-timers of the World Conference are invited to
learn the history and update of the movement. Experts
on the issues join the discussion on "Why were
A-bombs dropped on Hiroshima/Nagasaki?", "World
situation involving nuclear weapons", etc.

14) On-site investigation on Kure & Iwakuni U.S.
Bases (08:30-15:10)
In two groups from the land by bus and from the sea
by boat, participants will observe the rapid transformation
of the two bases under the ongoing U.S. base consolidation
plan.

Course B: Start at Hiroshima Port
15) Visit to A-Bomb Architectures and Monuments (09:00-16:00)
Hibakusha will guide you through "That fateful
day", visiting the places bearing the memories
of the diseased. Move in two groups.
Course A: Meet at Miura Bldg, 2-22 Nakajimacho, Naka-ku.
Course B: Meet at Nakajima Elementary School, Kakomachi,
Naka-ku.
16) On the A-Bomb Train
Participants will ride on the A-bombed streetcars
still in service, and learn how the bomb affected
the city and the people. It's a program for children
and their parents/guardians.

17) Children's Forum at Ninoshima (09:00-15:10)
Ninoshima is an islet 4km off coast of Hiroshima port,
where over ten thousand A-bomb victims were carried
to soon after the bombing for care and later for incineration.
Children will learn the history of the island related
to wars.

Report and Discussion Meetings of the International
Citizens' Conference for No More Hiroshimas & Nagasakis
During the 2005 World Conference against A and H Bombs,
Report Meetings of the International Citizens' Conference
will be held in Hiroshima and Nagasaki. All delegates
to the World Conference are welcome to join.
Hiroshima Meeting:

International Citizens' Conference for No More
Hiroshimas & Nagasakis

Tokyo
"International Citizens' Conference for No More
Hiroshimas & Nagasakis" has been convened by
the people of the wide-ranging circles and social strata,
in response to the call of the Hibakusha, the A-bomb
survivors of Hiroshima and Nagasaki.
With nearly 60 years that elapsed since then, we must
look again what Hiroshima and Nagasaki teach us. In
the effort to make known to the people in Japan and
worldwide the damage caused by the A-bombings, the conference
will send out a message saying, "There should not
be another Hibakusha"; "Abolish nuclear weapons";
and "No more tragedies of war".
The Hibakusha believes that as long as nuclear weapons
exist, the humans cannot open a hopeful future, nor
can they promise young people and children a world free
of the ominous fear. Let us respond to the desire of
the Hibakusha, which they have carried forward through
their tragic experiences, and make it known to the people
everywhere in the world.
Conference Objectives:
- Grasping and presenting the whole picture of the damage
caused by the A-bombings, including newly discovered
facts and still remaining tasks to be carried out;
- Bringing together different perceptions and views
on the meaning of "Hiroshima" and "Nagasaki".
Through discussions and interactions between them, the
conference will bring under focus the inhuman, criminal
nature of the A-bombings. It will show that the movement
for the abolition of nuclear weapons is the only answer.
- Listening to the Hibakusha talk of their sufferings
on "those two days", their hardship and deep
discontents they have carried in heart for 60 years,
as well as of their current problems. The Conference
will encourage young generation to inherit Hibakusha's
memory and determination.
